Dines was a meteorologist born in 1855. He was the only surviving son of Georges Dines and he learned engineering. Once his apprenticeship was over he worked at Corpus Christi College in Cambridge where he teached mathematics.
His engineering savvy and his meteorology knowledge were tested when he joined the Wind Force Committee. This committee had been given the task of finding inventing and innovating on existing bridge structures in order to avoid further chaos like the December 1879 derailment of a train. The train had derailed due to a squall of wind.
William Henry Dines designed the anemograph tube used for measuring wind velocity.
